CCS has been in practical application in a number of industries and projects worldwide, in some cases for more than a decade. The challenge is to adapt it for use in large-scale power generation. While many of the world’s largest countries are still dependent on fossil fuels to drive their economies, CCS is widely considered to have unmatched potential for reducing carbon emissions to the atmosphere from power generation plants and other industries that use fossil fuels. Its development is driven by the need to mitigate climate change resulting from growing energy demand, much of which is based on fossil fuels. Indeed some countries are already committed to the large-scale demonstration of CCS and many others have capacity building programmes.
As the final Work Package, WP5 will explore the technology options for taking NZEC forward to demonstration and deployment in China. It will also, importantly, explore the many non-technical issues that may potentially be barriers to the widespread adoption of CCS in China in the future.
WP5 will be co-led by ACCA21 and AEA, with ACCA21 providing the driving force behind the successful completion of WP5. Strong support will be forthcoming from AEA, leaders of the other Work Packages and individuals invited to contribute based on their particular know-how and capabilities.
A technology roadmap will identify technological requirements for CCS development, and form a framework for R&D activities in China. Taken together, Work Packages 2, 3 and 4 provide the basis for developing this technology roadmap.
To move to demonstration and beyond, however, requires more than the technology roadmap. Policy-makers and others will be engaged in the debate to develop effective CCS policy, regulatory and legal issues. Means to finance the plants need to be explored. To encourage the deployment of CCS, policy-level instruments may be required. Socio-economic impacts and risks will need careful consideration, particularly where they relate to the early-stage development of CCS in China.
The outputs from WP5 will offer options and recommendations that Chinese government policy-makers and industry decision-makers may wish to consider for the deployment of CCS infrastructure and systems in China.
The key contributors are engaged in discussion at present to draw together detailed plans for this work package.
