The outcome of Work Package 5 will be to build confidence in CCS among major stakeholders and provide a framework for the development of a demonstration plant in China. Information and options will be presented that will help decision makers to make informed choices on technology and investment to take forward CCS in China. In order to do this, WP5 will build on the results from the other technical work packages in NZEC.
The final report will provide an assessment of non-technical barriers and issues, and will include a survey of current international and Chinese policies and regulations, a stakeholder perception research element, as well as a socio-economic assessment and a sustainability assessment of the impacts that future large-scale deployment of CCS in China could have.
Under the direction of ACCA21, work is currently underway on a number of tasks exlporing the non-technical issues relevant to the deployment of CCS. This includes a consultation exercise with policy makers, for which a first stakeholder meeting was held recently in Beijing. Elsewhere, researchers at the Centre for Energy and Environmental Policy Research (CEEP), lead by Professor Wei Yiming, are developing their CGE model (an economic modelling tool) and collating input information to seek further understanding of the impact that the deployment of CCS might have on the Chinese economy.
NZEC is working with a wide range of stakeholders and is liaising closely with STRACO2 (Support to Regulatory Activities for CCS). This EU funded project is designed to support the development of a regulatory framework for CCS in the European Union.
Importantly, the project includes a work package dedicated to CCS regulatory development in China and studies the applicability of European regulation to China. This is done to ensure that EU regulation on CCS can be used as a best practice for other countries.
